Denmark’s support to Moldova

The overarching vision for Denmark’s partnerships with the neighbourhood countries is to consolidate and boost the countries’ anchoring in the European community of values and to strengthen their stability, progress and resiliency. Three strategic goals support the development of democracy and human rights, sustainable growth, a green transition, and increased energy independence as well as peace and stability.

1. Human Rights, Rule of Law,Democracy 

Council of Europe: Supporting the Council of Europe Action Plans for Republic of Moldova 2021-2024 and 2025-2028
This project aims to bring Moldova’s legislation, institutions and practice further into line with European standards in the areas of human rights, the rule of law and democracy.

UNDP: "Strengthening Democratic Resilience in Moldova" Project (EDMITE III) (2025-2027), co-funding 2025)
This project aims to: i) improve oversight of political finance to curb illicit activities and enhance transparency, ii) strengthen electoral institutions to withstand cyber threats, iii) deepen civic engagement to foster an informed and inclusive electorate.

Danish Institute for Human Rights: Strategic Partnership with the People’s Advocate Office (PAO) of the Republic of Moldova (2024-2025)
This project aims to strengthen the PAO’s ability to implement its legislative mandate to promote and protect human rights and serve as a catalyst for human rights implementation.

Transparency International: Enhancing a Corruption Resilient Governance System by Strengthening Institutions and Empowering Civil Society as Actors of Change (2024-25)
This project aims to build resilience against corruption within the education sector among decision-makers, teachers and students and involvement of local media actors to monitor the implementation of regional anti-corruption plans.


2. CivilSociety, Youth, Gender Equality and Inclusiveness

The New Democracy Fund (NDF) (2022-2025)

This project aims foster regional networking and the exchange of democratic experiences among civil society actors in Eastern Neighbourhood countries and Danish CSOs working in areas such as youth, media, culture, the labour market, green transition, and gender.

UN Women: Women’s Increased Leadership for Resilient and Peaceful Societies (2023-2027)
This project aims to end gender-based violence, foster gender-responsive governance, advance the Women, Peace, and Security agenda, and encourage dialogue on women's leadership and participation in decision-making, peacebuilding, and security.

KVINFO: Gender Equality and Inclusion Programme in Eastern Europe (2024-2027)

This program aims to promote gender-just legislation, prevent and combat gender-based violence, shift public attitudes towards victim-blaming, and change gender stereotypes towards inclusive perceptions, including regarding LGBTIQ+, people with disabilities, and minorities.

Action Aid: A Network for Democracy, Building a future with the European Leaders of Tomorrow (2023-2026)

The project aims to: 1) capacity build youth civil society organisations; 2) empower youth; and 3) engage youth in active participation. The project work with local partner organizations in Moldova to increase the youth’s democratic participation and public engagement.

Danish civil society organizations: Strengthening of Civil Society in EU Eastern Neighborhood Region through contribution to Civil Society in Development (CISU), Danish Youth Council (DUF), Disabled People's Organizations Denmark (DH) and Center for Church-Based Development (CKU) (2023-2026)

This project aims to develop a democratic, strong and diverse civil society in Eastern Neighbourhood countries which promotes local solutions to local problems, addresses the root causes of poverty, and supports the long-term strengthening of civil society working on SDGs. 

3. Combating Disinformation and Supporting Independent Media 

International Media Support: Moldova Media Information and Democracy Programme (M-MIIND) (2024-2025)

This project aims to assist the production of fact-checked content and capacitate independent media to increase their understanding of the disinformation landscape, audience needs and vulnerabilities and make evidence-based decisions for content production.

International Media Support: REACH: Media Partnerships for Accountability and Trust (2025-2027)

This project aims to support the Working Group of media experts to the Parliamentary Committee on Media to promote an inclusive digital environment where human rights and gender equality is safeguarded and aligned to EU standards.

European Endowment for Democracy (EED) (2022-2025)

This project supports various Moldovan civil society organizations and independent media platforms that work towards a democratic system, by providing reliable information on topics of public interest and facilitate initiatives to promote social cohesion and inclusion.


 

4. Energy Efficiency

UNDP: Greening the future, advancing rights and stability: Spurring an inclusive and green transition with responsive governance (2024-2027)

This project aims to accelerate inclusive and green transition, responsive governance, and social cohesion by capacitating energy efficiency actors and SMEs, introducing sandbox legislation, and supporting the alignment of the transportation sector to EU standards. 

UNDP: Accelerating a Just Energy Transition in Republic of Moldova, Energy Vulnerability Reduction Fund (2025)

This project aims to provide immediate relief for energy-vulnerable groups of the population by compensating their energy bills via Moldova’s Energy Vulnerability Reduction Fund (EVRF).

GIZ: Energy Efficiency and Renewable Energies in the Republic of Moldova (E4M) (2025-2027), co-funding the component “Passive Houses for Moldova”

This project aims to demonstrate the socio-economic advantages of nearly-zero energy buildings by supporting Moldova’s Residential Energy Efficiency Fund; capacity build authorities on legislation, certification and financing; and raise awareness on energy efficiency.

Eastern Europe Energy Efficiency and Environment Partnership (E5P) (2014-)

Denmark supports energy efficiency and environmental projects via E5P in Moldova with the overall aim to reduce energy use, pollution and greenhouse gas emissions.

5. Humanitarian Support  

UNHCR: UNHCR Humanitarian Contribution to the Ukraine Crisis through Moldova (2022-2025)

This project aims to meet the objectives of the inter-agency Regional Response Plan, and more specifically supports UNHCR’s work on protection, shelter and cash assistance for the Ukrainian refugees in Moldova.

World Bank: Special Program for Ukraine and Moldova Recovery (SPUR) (2024-2025)

This project aims to address the social and economic consequences of the invasion in Ukraine and in Moldova where Ukrainian refugees are hosted.

6. Security Cooperation  

NATO: Allocation to NATO’s Enhanced Defence Capacity Building (DCB) Package for Moldova (2024)

The project aims to provide financial support to the Enhanced DCB package to Moldova in general and not to specific projects, allowing for flexible allocation of funds, as soon as the project descriptions are drafted.

EUPM: Support for institutional resilience to cyber threats in the digital environment in the State Protection and Guard Service (SPSS) in Moldova (2024)

The project aims, through the EUPM, to strengthen the resilience and response capacity in SPPS to hybrid threats and attacks in order to increase the cyber security area within SPPS, through procurement of specialized equipment and software.


7. Strategic secondments

Secondments are a strategic and flexible instrument that helps to promote synergy and the exchange of experience with international organisations in Moldova while at the same time allowing Danish competences to come into play.

In Moldova, Denmark currently has strategic secondments to the EU Delegation, the EU Partnership Mission, and the Military Academy of Moldova.
